  1. Consider a joint proclamation recognizing the life and accomplishments of the late Griffin Police Officer Kevin "Shogun" Dorain Jordan.

CITIZEN COMMENTS

 
         
At this time, the Chairperson opens the floor to comments from the audience. Comments should relate to a specific agenda item, not listed on the agenda for a Public Hearing, or to a concern within the jurisdiction of the City. Commission meetings serve the purpose of conducting city business and are not a forum for the unlimited expression of opinion. The Chairperson reserves the right to limit comments to matters germane to city business and may refer speakers to the City Manager or other staff for resolution.

Public Hearings are conducted to allow public comment on specific advertised issues such as rezoning, ordinances, policy development, operating budgets and other legislative actions to be considered by the City Commission.
 
         
 
         

CONSENT AGENDA

 
         
  2. Consider approval of Minutes of the Workshop on July 8, 2014, Minutes of the Regular Scheduled Meeting on July 8, 2014 and Minutes of the Joint Meeting with Spalding County on June 26, 2014.  
         
 
         

REGULAR AGENDA

 
         
The Regular Agenda includes items on which the Commission will individually consider and possibly take action.
 
         
  3. Consider an appeal to staffs' interpretation of the City of Griffin Utility Incentive Program and eligibility for local business and property owner, Ben M. Johnson, for Autonomous Holdings, LLC. DDA Director Kenwin Hayes will address.  
  4. Consider resolution in support of submitting an application for the Tourism Product Development Grant.    DDA Director Kenwin Hayes will address.  
  5. Consider a Resolution, Letter of Support and approval of the Department of Natural Resources Historic Preservation Division application for the Georgia Heritage Grant Program.  Planning and Development Director Taurus Freeman will address.  
  6. Consider the purchase of one (1) 22-cubic yard Heil Liberty automated refuse collection body from Carolina Environmental Systems, Inc. mounted on a 2015 Freightliner M2-106 chassis,  in the amount of $197,783.8,  for use in the Residential Collection Division, and declare as surplus for listing on GovDeals.com Unit #916, a 1993 Peterbilt Model 352.  Central Services Director Phill Francis will address.  
  7. Consider the purchase of one (1) 18-cubic yard Heil PT-1000 rear load refuse collection body from Carolina Environmental Systems, Inc., mounted on a 2015 Mack GU-532 chassis for use in the Residential Collection Division of the Solid Waste Department for $144,838.68, and declare as surplus for listing on GovDeals.com Unit # 962, a 1993 Peterbilt Model 352.   Central Services Director Phill Francis will address.  
  8. Consider approval of track improvement agreement on West Broad Street with Norfolk Southern Corporation in an amount not to exceed $72,765.00.  Director of Public Works & Utilities Dr. Brant D. Keller will address.  
  9. Consider an Intergovernmental Contract between Spalding County, the City of Griffin, the City of Orchard Hill and the City of Sunnyside, for Spalding County to call for a referendum for a one cent sales and use tax, and for the projects as outlined in the IGA and for authorization for the City of Griffin to issue general obligation bonds in connection with approved projects not to exceed $12,500,000.    
         
 
         

CITY MANAGER'S REPORT

 
         
The City Manager will update the Commission on pending items, upcoming workshops, meetings, conferences and other pertinent issues.
 
         
 
         

CITY COMMISSIONER COMMENTS

 
         
Commissioners will provide updates regarding issues of interest from their respective districts and/or committee reports.
