  1. On December 4, 2015, Cpl. Chris Wilson and Ptl. James Waddell went beyond the normal scope of service, performed meritoriously, and will be honored with these commendations. Police Chief Yates will address.

CITIZEN COMMENTS

 
         
At this time, the Chairperson opens the floor to comments from the audience. Comments should relate to a specific agenda item, not listed on the agenda for a Public Hearing, or to a concern within the jurisdiction of the City. Commission meetings serve the purpose of conducting city business and are not a forum for the unlimited expression of opinion. The Chairperson reserves the right to limit comments to matters germane to city business and may refer speakers to the City Manager or other staff for resolution.
 
         
 
         

PUBLIC HEARINGS

 
         
Public Hearings are conducted to allow public comment on specific advertised issues such as rezoning, ordinances, policy development, operating budgets and other legislative actions to be considered by the City Commission.
 
         
 
         

CONSENT AGENDA

 
         
  2. Consider approval of the Minutes of the March 8, 2016 Regular Schedule City Commission Meeting.  
         
 
         

REGULAR AGENDA

 
         
The Regular Agenda includes items on which the Commission will individually consider and possibly take action.
 
         
  3. Consider approval to amend the City of Griffin's Fiscal Year 2015-2016 Operating and Capital Budget by reallocating $22,400.00 to Operating Supplies from Technical Services at the Closed Landfill in Solid Waste Utility Fund.  Chief Financial Officer Markus Schwab will address.  
  4. Consider for approval to contract with Georgia Municipal Association (GMA) for Alcohol Beverage Excise Tax Compliance audit services, in the amount of $16,000 and  amend the City of Griffin's Fiscal Year 2015-2016 Operating and Capital Budget accordingly. Chief Financial Officer Markus Schwab will address.  
  5. Consider approval of a Resolution to submit the 2016 Community Development Block Grant (CDBG) application for $500,000 to the Georgia Department of Community Affairs (DCA) to make public water and sewer infrastructure improvements in the Meriwether Corridor (Zone 1- aka Springhill). Director of Planning and Development Services Toussaint Kirk will address.    
  6.

Consider entering into an Intergovernmental Agreement with Spalding County for the purpose of a creating a joint Destination Marketing Organization (DMO) for tourism.  Toussaint Kirk, Director of Planning and Development, will address.

 
  7. Consider acceptance of a Federal Aviation Administration (FAA) Grant, Airport Improvement Program (AIP-31) for Airport Property Boundary Survey & Plat services at the Griffin-Spalding County Airport.Airport Manager Robert Mohl will address.  
  8. Consider approval to purchase a Remote Control Slope Mower and Trailer from Summit Mowers in the amount of $23,950.00 and surplus the existing unit for the Water and Wastewater Department of the Public Works and Utilities Department. Director of Public Works and Utilities Brant D. Keller will address.  
  9. Consider approval of a Resolution determining the purpose and necessity of interests in real property, fee simple or easements, required for the North Hill Street Intersection Project - Intersection #2, funded by proceeds of the 2008 Spalding County SPLOST, the initial compensation to be offered property owners, and authority the City Manager or his designee to commence negotiations. Director of Public Works and Utilities Dr. Brant D. Kellar, PhD., and City Attorney Drew Whalen will address.  
  10. Consider adoption of 2016 water rates to reflect a 9% increase and no increase in the wastewater rates for the Water and Wastewater Department of the Public Works and Utilities Department. Director of Public Works and Utilities Brant D. Keller will address.  
         
 
         

CITY MANAGER'S REPORT

 
         
The City Manager will update the Commission on pending items, upcoming workshops, meetings, conferences and other pertinent issues.
