PRESENTATIONS / DELEGATIONS
1. Recognize Toussaint Kirk of Planning & Development Services as the
January 2013 “Strongest Link” Award recipient. Director of Planning &
Development Services Taurus Freeman will address.
2. Recognize Griffin Fire Captain Eddie Ellis and Captain Mark Gilreath for
30 years of service, and Griffin Police Sergeant David Bowen for 25 years
of service to the City. Chief Frank Strickland will address.
3. Recognize a Proclamation acknowledging February 15, 2013 as “Arbor
Day” in the City of Griffin. Director of Public Works & Utilities Dr.
Brant Keller will address.
4. Review Financials for December 2012. Director of Administrative
Services Markus Schwab will address.
CITIZEN COMMENTS
At this time, the Chairperson opens the floor to comments from the audience.
Comments should relate to a specific agenda item, not listed on the agenda for a Public
Hearing, or to a concern within the jurisdiction of the City. Commission meetings
serve the purpose of conducting city business and are not a forum for the unlimited
expression of opinion. The Chairperson reserves the right to limit comments to matters
germane to city business and may refer speakers to the City Manager or other staff for
resolution.

PUBLIC HEARINGS
Public Hearings are conducted to allow public comment on specific advertised issues
such as rezoning, ordinances, policy development, operating budgets and other
legislative actions to be considered by the City Commission.
5. Receive comments regarding a request for a variance from Article
1214.C.1 Emerging Corridor – Building Signs of the City of Griffin
Unified Development Code, to permit building signage in excess of the six
(6) square feet along Graefe Street for Spalding Regional Hospital –
Spalding Health. Director of Planning & Development Services Taurus
Freeman will address.

6. Consider approval of Minutes of the Regular Scheduled Meeting on
January 22, 2013.
REGULAR AGENDA
The Regular Agenda includes items on which the Commission will individually
consider and possibly take action.
7. Consider a request for a variance from Article 1214.C.1 Emerging
Corridor – Building Signs of the City of Griffin Unified Development
Code, to permit building signage in excess of the six (6) square feet along
Graefe Street for Spalding Regional Hospital – Spalding Health. Director
of Planning & Development Services Taurus Freeman will address.
8. Consider a request from the Griffin Main Street Program (MSP) to update
the Griffin Main Street Program Advisory Board Policy Manual.

9. Consider an agreement with Utility Service Partners Private Label, Inc.
d/b/a Service Line Warranties of America, to provide utility service line
warranties to customers. Director of Public Works and Utilities Dr. Brant
Keller will address.
10. Consider the purchase of 303C CR Mini Hydraulic Excavator from Yancy
Brothers in the amount of $34,000.00 for the Wastewater Collections
Division. Director of Public Works and Utilities Dr. Brant Keller will
address.
11. Consider Memorandum of Agreement with the Atlanta Regional
Commission for Cooperative purchase of Aerial Imagery in the amount of

$28,000.00 for the City of Griffin. Director of Public Works and Utilities
Dr. Brant Keller will address.
12. Consider approval to amend the General Fund Operating and Capital
Budget for Fiscal Year 2013 in the amount of $99,462.00 for roof repairs
at Fire Station #3. Director of Administrative Services Markus Schwab
will address.
CITY MANAGER’S REPORT
The City Manager will update the Commission on pending items, upcoming
workshops, meetings, conferences and other pertinent issues.
CITY COMMISSIONER COMMENTS
Commissioners will provide updates regarding issues of interest from their respective
districts and/or committee reports.
