  1. Elect Chairperson for calendar year 2017.  
  2. Appointment of Vice-Chairperson for calendar year 2017 by the new Chairperson.  
  3. Recognize Chairperson Dick Morrow for his service as Mayor of the City of Griffin for calendar year 2016.  The 2017 Chairperson will address.

  4. Recognize Joshua Whitten, Firefighter/Rescue Tech, as the December 2016 "Strongest Link" award recipient.  Fire Chief Tommy Jones will address.

At this time, the Chairperson opens the floor to comments from the audience. Comments should relate to a specific agenda item, not listed on the agenda for a Public Hearing, or to a concern within the jurisdiction of the City. Commission meetings serve the purpose of conducting city business and are not a forum for the unlimited expression of opinion. The Chairperson reserves the right to limit comments to matters germane to city business and may refer speakers to the City Manager or other staff for resolution.

  6. Consider approval of Minutes of the December 13, 2016 Workshop and the Regular Scheduled Meeting.  
  7. Consider Resolution adopting the updated Spalding County Hazard Mitigation Plan. City Manager Kenny Smith will address.  
  8. Request approval to declare the 1999 Pace Shooting Simulation Training Trailer as surplus and advertise for sale on GovDeals.com.  Chief Michael F. Yates will address.  
  9. Consider approval to amend the City of Griffin's Fiscal Year 2016-2017 Operating and Capital Budget in the amount of $3,800,000.00 for 2016 Special Purpose Local Option Sales Tax proceeds.  Chief Financial Officer Markus Schwab will address.  
  10. Consider approval of 2017 City Commission Meeting Schedule (attached).

Consider approval of a contract between APD Solutions LLC, the City of Griffin, Spalding County and the Griffin Housing Authority to provide consultant services that will develop a Consolidated Housing Conditions Study and Housing Market Analysis Summary, and amend the budget accordingly. Toussaint Kirk, Director of Planning & Development Services will address.

Consider approval of a contract between Anderson Environmental Inc and the City of Griffin to conduct asbestos testing services.Toussaint Kirk, Director of Planning & Development Services will address.

 
  13.

Consider commencement of Standard Office Lease between the City of Griffin and Sellers Law Firm for Suite 502 of One Griffin Center in the amount of $6,050.00 per year. Downtown Development Authority Executive Director Kenwin Hayes will address.

 
  14. Consider Resolution, in accordance with the Georgia Election Code and State Election Board, to call for a Municipal Election for Districts 1, 3, 5 and 6, on Tuesday, November 7, 2017, and to establish a qualifying fee in accordance with Georgia Elections Code and Rules of the State Election Board, Section 21-2-131 in the amount of $403.20. City Manager Kenny Smith will address.  
  15. Consider a Resolution making an appointment to the office of Judge of Municipal Court and approving compensation for said position.  
  16. Consider Resolution making appointment to the office of Municipal Court Clerk and approving compensation for said position.  
  17. Consider Resolution making appointment to the office of Municipal Court Solicitor and approving compensation for said position.  
  18. Consider Resolution reappointing Assistant Municipal Court Solicitor and approving compensation for said position.  
  19. Consider Resolution making appointment to the office of Municipal Registrar and approving compensation for said position.  
  20. Consider a Resolution making appointment to the office of City Attorney and approving compensation for said position.  
  21. Consider Resolution appointing Teresa A. Watson, Executive Secretary to the City Manager, as Assistant Secretary to the Commission.  
  22. Appoint one (1) member to Board of Health as Citizen at Large for a six-year term set to expire 12/31/22 and a Commissioner appointed annually.  
  23. Appoint Commissioner to the Chamber of Commerce Board of Directors. Annual appointment is Chairperson or Chairperson's designee.    
  24. Appoint one (1) member to the Council on Aging for a three-year term to expire 12/31/19.   
  25. Appoint two (2) members to the Downtown Development Authority for four-year terms set to expire 12/31/20.    
  26. Appoint two (2) members to the Griffin Environmental Council, one for a three-year term to expire 12/31/19 and one to complete an unexpired term set to expire 12/31/18.  
  27. Appoint Commissioner to Griffin Downtown Council. Annual appointment is Chairperson or Chairperson's designee.

Appoint one (1) member to the Griffin-Spalding Airport Authority.

Appoint one (1) member to the Griffin-Spalding Development Authority and a Commissioner (Chair or designee) appointed annually.

 
  30. Appointment of  Commissioner to Griffin/Spalding E-911 Board. Annual appointment is Chairperson or Chairperson's designee.     
  31.

Appoint one (1) member to the Griffin-Spalding Hospital Authority for a four-year term set to expire 12/31/20, and a Commissioner liaison.

 
  32. Appoint two (2) members to the Historic Preservation Committee.  
  33.

Appoint two (2) members to the Griffin Housing Authority for five-year terms set to expire 12/31/21, and appoint a liaison Commissioner.

 
  34. Appoint two (2) members to the Griffin-Spalding Land Bank Authority for four-year terms.  
  35. Appoint to Main Street Program two (2) members for three-year terms to expire 12/31/19 and Commissioner liaison.  
  36. Appoint two (2) Members to Pension Committee for one-year terms set to expire 12/31/17.

Appoint to Planning and Zoning Board two (2) district representative members for District 1 and District 2, for three-year terms set to expire 12/31/19.

 
  38. Appoint City Consumer Family Services At-Large Member to Spalding County Collaborative Authority for Families and Children.  
  39. Appoint one (1) Citizen and City Commissioner to Three Rivers Board of Directors.  
  40. Appointment of two (2) At-Large City Members to Griffin-Spalding Area Transportation Committee for annual terms to expire 12/31/17, as well as two (2) City Commissioners.  
  41. Appoint Commission Chairperson to Workforce Investment Council Chief Elected Officials Organization.
