PRESENTATIONS / DELEGATIONS

 
         
  1. Recognize Takisha Cunningham, Customer Service Representative with the Customer Service Department, as the October 2014 "Strongest Link" award recipient. Customer Service Manager Laura Stewart will address.   
  2. Consider a proclamation declaring November 21st - 27th as Farm City Week in Griffin, Georgia.  Wade Hutcheson, Spalding County Extension Agent, and Charles Rucks, President of Spalding County Farm Bureau, will accept the Proclamation.  
  3. Consider approval of a Proclamation recognizing November as National Hospice Palliative Care Month.  Representatives from Brightmoor Hospice and Eternal Hope Hospice will accept the proclamation.  
  4. Request acceptance of a  $10,000 dollar check donated by Waffle House to the Griffin Police Department for the purchase of  an on body camera system  for the police department.  The purchase will include 60 on body cameras that will be worn by the officers.   Pat Warner, Vice President of Culture and Jeff Wright, Director of Security for Waffle House, Inc. will present the check to Chief Steve Heaton.   
  5. Present annual audit results and Comprehensive Annual Financial Report for Fiscal Year Ended June 30, 2014.  Chief Financial Officer Markus Schwab will address.  Wade Sansbury, CPA will accompany this presentation.  
  6. Review Financials for September 2014.  Chief Financial Officer Markus Schwab will address.

At this time, the Chairperson opens the floor to comments from the audience. Comments should relate to a specific agenda item, not listed on the agenda for a Public Hearing, or to a concern within the jurisdiction of the City. Commission meetings serve the purpose of conducting city business and are not a forum for the unlimited expression of opinion. The Chairperson reserves the right to limit comments to matters germane to city business and may refer speakers to the City Manager or other staff for resolution.
 
         
 
         

PUBLIC HEARINGS

 
         
Public Hearings are conducted to allow public comment on specific advertised issues such as rezoning, ordinances, policy development, operating budgets and other legislative actions to be considered by the City Commission.
 
         
  7. Receive comments regarding proposed First Reading of an Ordinance amending the Code of Griffin, Georgia at Chapter 94, ENVIRONMENT, Art. IV, STORMWATER MANAGEMENT, Div. 2, Post-Development Regulations, to comply with requirements in the City's 2012 General Phase II NPDES Permit for Small MS4s relating to permit design standards and performance criteria.  Dr. Brant D. Keller will address.  
  8. Receive comments regarding First Reading of a revision to the Cross Connection Ordinance as a requirement of Operation Permits for Still Branch Water Treatment Plant and Harry Simmons Water Treatment Plant for the Water/Wastewater Division of Public Works & Utilities. Dr. Brant D. Keller will address.

  9. Consider approval of Minutes of the Workshop on October 28, 2014 and Minutes of the Regular Scheduled Meeting on October 28, 2014.

The Regular Agenda includes items on which the Commission will individually consider and possibly take action.
 
         
  10. Consider purchase of sixty (60) Digital Ally First Vu on-body cameras and VuVault Server Software, from Digital - Ally in the amount of $37,000.00 for the police department; and amend the budget accordingly.  Digital alley is the sole source provider to interface with the existing cameras in police vehicles. Police Chief Steve Heaton will address.

Request approval to declare the following vehicles surplus and advertise for sale on GovDeals.com.  These vehicles were seized during previous drug investigations and subsequently turned over to the Griffin Police Department by Court Order.    Chief Steve Heaton will address.

Consider approval of the holiday schedule for calendar year 2015. Director of Human Resources, Miles Neville, will address.

 

 
  13. Consider approval to add Friday, December 26, 2014 to the 2014 holiday schedule. Director of Human Resources, Miles Neville will address.  
  14. Consider First Reading of an ordinance revising the current regulations found in the Code of Griffin at Chapter 94, Environment, Art. IV, Stormwater Management, Div. 2, Post-Development Regulations, to comply with requirements of the City's 2012 General Phase II NPDES Permit for Small MS4's relating to permit design standards and performance criteria. Brant D.   16. Consider approval for Tractor & Equipment Company to repair the transmission of the Stormwater's 1998 Jet-Vac Truck in the amount of $41,504.25 for the Public Works & Utilities Department.   Dr. Brant D. Keller will address.  
  17. Consider approval to purchase  2 HACH Flo-Dar Sewer Flow Monitors from Water Resources Technologies in the amount of $37,320.68 for the Water/Wastewater Division of Public Works and Utilities Department.  Dr. Brant D. Keller will address.  
  18. Consider approval to purchase office furnishings for the new Electric Operations Building on Thomas Drive from the low bidder, Impact Office Interiors, in the amount of $70,859.03.   Electric Director Bill Bosch will address.  
  19. Consider for approval the Tourism Product Development Agreement Contract with the Georgia Department of Economic Development for Wayfinding Signage Grant in the amount of $20,000.00, and amend the budget accordingly.  Executive Director Downtown Development Authority Kenwin Hayes, Sr. will present.  
  20. Consider a request from the Spalding County Collaborative Authority for Families and Children for a letter of support from the City and County to partner with the Collaborative for the HUD Second Round Promise Zone Designation.   City Manager Kenny Smith will address.  
  21. Consider approval for Commissioner Rodney McCord to attend the 2014 MEAG Mayor's Summit on November 14 - 16, 2014 at the Ritz Carlton Lodge, Reynolds Plantation in Greensboro, Georgia.  
  22. Consider the cancellation of the regularly scheduled Workshop and Commission meetings on Tuesday, December 23, 2014. City Manager Kenny Smith will address.
