CITIZEN COMMENTS

 
         
At this time, the Chairperson opens the floor to comments from the audience. Comments should relate to a specific agenda item, not listed on the agenda for a Public Hearing, or to a concern within the jurisdiction of the City. Commission meetings serve the purpose of conducting city business and are not a forum for the unlimited expression of opinion. The Chairperson reserves the right to limit comments to matters germane to city business and may refer speakers to the City Manager or other staff for resolution.
 
         
 
         

PUBLIC HEARINGS

 
         
Public Hearings are conducted to allow public comment on specific advertised issues such as rezoning, ordinances, policy development, operating budgets and other legislative actions to be considered by the City Commission.
 
         
 
         

CONSENT AGENDA

 
         
  1. Consider approval of Minutes of the Regular Scheduled Meeting on October 8, 2013.  
         
 
         

REGULAR AGENDA

 
         
The Regular Agenda includes items on which the Commission will individually consider and possibly take action.
 
         
  2. Consider for approval to amend the City of Griffin's Fiscal Year 2014 Operating and Capital Budget in the amount of $2,500 for the receipt a grant from Central Georgia EMC Foundation to be used for the purchase of a Prism Inflatable Light.  Chief Financial Officer Markus Schwab will address.  
         
  3. Consider approval of an Excess Capacity Sale in the amount of 1,298 KW to the City of Jackson at the price of $2.43/KW, for calendar year 2014. Electric Director Bill Bosch will address.     
         
  4.

Consider approval of an Excess Capacity Sale in the amount of 1,685 KW to the City of Buford at the price of $2.43/KW, for calendar year 2014.  Electric Director Bill Bosch will address.

 
         
  5. Consider approval of an agreement between the City and Asplundh Tree Expert Co. for tree trimming and removal work to continue the line clearance needed for the continued reliability of electric service.  Electric Director Bill Bosch will address.  
         
  6. Consider approval to enter into an Memorandum of Agreement for Roadway Lighting on State Route 16 with the Georgia Department of Transportation.  Electric Director Bill Bosch will address.  
         
  7. Consider for approval the purchase of one 262D Caterpillar Skid Steer Loader from Yancey Brothers Caterpillar under NJPA State-wide Contract Pricing agreement in the amount of $40,084.00 for use at the City of Griffin's Regional Recycling Center and amend the budget accordingly. Central Services Director Phill Francis will address.  
         
  8. Consider for approval to award best bid and construction contract to CW Matthews in the amount of $213,489.07 for resurfacing City streets as part of the Local Maintenance & Improvement Grant (LMIG) FY 2014 LMIG Program approved by Georgia Department of Transportation (GDOT) 8/8/2013, and amend the budget accordingly.  Public Works Director Brant Keller will address.  
         
  9. Consider approval of a data sharing agreement with eGPS Solutions I, Inc., for the Public Works and Utilities Department.  Dr. Brant D. Keller will address.  
         
  10. Request approval to award the bid and enter into a probation services agreement with Judicial Alternatives of Georgia for the City of Griffin Municipal Court.  Judicial Alternatives of Georgia (JAG) was the most responsive bidder.  Chief C. Frank Strickland will address.  
         
 
         

CITY MANAGER'S REPORT

 
         
The City Manager will update the Commission on pending items, upcoming workshops, meetings, conferences and other pertinent issues.
 
         
 
         

CITY COMMISSIONER COMMENTS

 
         
Commissioners will provide updates regarding issues of interest from their respective districts and/or committee reports.
