PRESENTATIONS / DELEGATIONS
1. Recognize Brian Haynes with the GIS Department as the August 2012
“Strongest Link” Award recipient. Director of Public Works and Utilities
Dr. Brant Keller will address.
2. Recognize Eddie Bogan, Certification Manager, and the Griffin Police
Department for achievement of the re-certification by the Georgia
Association of Chiefs of Police State Certification Commission. Chief
Frank Strickland will address.
3. Review Financials for July 2012. Director of Administrative Services
Markus Schwab will address.
CITIZEN COMMENTS
At this time, the Chairperson opens the floor to comments from the audience. Comments
should relate to a specific agenda item, not listed on the agenda for a Public Hearing, or to a
concern within the jurisdiction of the City. Commission meetings serve the purpose of
conducting city business and are not a forum for the unlimited expression of opinion. The
Chairperson reserves the right to limit comments to matters germane to city business and may
refer speakers to the City Manager or other staff for resolution.
PUBLIC HEARINGS
Public Hearings are conducted to allow public comment on specific advertised issues such as
rezoning, ordinances, policy development, operating budgets and other legislative actions to be
considered by the City Commission.

4. Receive comments to amend the City of Griffin Unified Development Code at
Article 5, Section 504.F Accessory Uses and Structures; Temporary Uses.

5. Receive comments regarding a request to amend the Official Zoning Map of the
City of Griffin to reflect the updated zoning and overlay districts within the city.

6. Consider approval of Minutes of Workshop w/ Spalding County Bd. of
Commissioners & Griffin-Spalding Bd. of Education on August 28, 2012,
and Minutes of the Regular Scheduled Meeting on August 28, 2012.
REGULAR AGENDA
The Regular Agenda includes items on which the Commission will individually
consider and possibly take action.
7. Consider approval to amend the City of Griffin Unified Development
Code at Article 5, Section 504.F Accessory Uses and Structures;
Temporary Uses. Director of Planning and Development Services Taurus
Freeman will address.
8. Consider approval of a request to amend the Official Zoning Map of the
City of Griffin to reflect the updated zoning and overlay districts within
the City. Director of Planning and Development Services Taurus
Freemen will address.
9. Consider a Professional Services Agreement between the City of Griffin
and Geotechnical & Environmental Consultants, Inc. (GEC) for
environmental testing and site planning services for the Old City Hall
property located at 231 East Solomon Street. Director of Downtown
Development Adam Causey will address.
10. Consider awarding bid and construction agreement to McLeroy, Inc. for
the clearing and grading of the closed mining location at N. 2nd Street in
the amount of $37,700.00. Director of Public Works & Utilities Brant
Keller will address.
11. Consider the purchase of a Carlson Super G Supervisor GPS Unit from
Allen Precision Equipment, Inc. for the Stormwater Division in the
amount of $8,790.00; Declaring Surplus a GX1230 GPS Unit (Serial
#451203) for trade in to Allen Precision Equipment, Inc. Director of
Public Works & Utilities Brant Keller will address.

12. Consider purchase of five (5) additional new Digital Ally camera systems
for police vehicles from Transcomm Services, complete with installation
in the amount of $15,125.00. Chief Frank Strickland will address.
13. Consider the purchase of six (6) new Dodge Charger Police Package
vehicles from Akins Ford, Dodge, Jeep, Chrysler & Government Sales for
the total price of $142,161.24; equipment and installation from
Transcomm for a total of $29,574.00; Markings for five vehicles from
Sign Craft for a total of $1,750.00. Chief Frank Strickland will address.
14. Consider for approval purchase / upgrade for police officers one hundred
Glock 4th-Generation .40 caliber pistols for $40,900 ($409 each) from
Ed’s Public Safety Supply at net zero cost to the City, and declare surplus
100 Glock pistols currently issued to the Griffin Police Department. Also
declare surplus weapons that have been forfeited to the City of Griffin via
court order and have those weapons properly disposed of through trade.

15. Consider for approval a twelve month extension to the current Agreement
for Banking Services with Branch Bank & Trust Company with revised
fees in effect as of July 1, 2012. Director of Administrative Services
Markus Schwab will address.
16. Consider approval of an Authorization Agreement naming MEAG Power
as the City’s agent to nominate and acquire any combination of resources
to optimize the City’s Supplemental Power Supply Requirements for
calendar year 2013. Director of Electric Bill Bosch will address.
17. Consider a proposal from Diebold to replace two (2) customer service
drive-thru vacuum units for $23,344.00; authorize the transfer of
$17,244.00 from scrap metal sales cash (aka CIB – Electric Capital
Improvement) and transfer of $6,100.00 from Electric Operating Cash to
the general fund totaling $23,344.00; and amend the budget accordingly.

18. Consider approval of an Agreement to Modify Water Sales Agreement
between the City of Griffin, County of Coweta, and the Coweta Water &
Sewerage Authority; and a revised Water Sales Agreement between the
City of Griffin, The County of Coweta and the Coweta County Water &
Sewerage Authority. City Manager Kenny Smith will address.
CITY MANAGER’S REPORT
The City Manager will update the Commission on pending items, upcoming
workshops, meetings, conferences and other pertinent issues.
CITY COMMISSIONER COMMENTS

districts and/or committee reports.
