PRESENTATIONS / DELEGATIONS
1. Recognize Brian Brock of the Fire Department as the May 2012 “Strongest Link” 
Award recipient.  Chief Tommy Jones will address.
2. Recognize a Proclamation declaring 2012 as the Bicentennial of the War of 1812 
in the City of Griffin.
3. Review Financials for April 2012.  Director of Administrative Services Markus 
Schwab will address.
CITIZEN COMMENTS
At this time, the Chairperson opens the floor to comments from the audience.  
Comments should relate to a specific agenda item, not listed on the agenda for a Public 
Hearing, or to a concern within the jurisdiction of the City.  Commission meetings 
serve the purpose of conducting city business and are not a forum for the unlimited 
expression of opinion.  The Chairperson reserves the right to limit comments to matters 
germane to city business and may refer speakers to the City Manager or other staff for 
resolution.
PUBLIC HEARINGS
Public Hearings are conducted to allow public comment on specific advertised issues 
such as rezoning, ordinances, policy development, operating budgets and other 
legislative actions to be considered by the City Commission. 2
4. Receive comments regarding a list of potential streets for sidewalk improvements.  
Director of Public Works and Utilities Dr. Brant Keller will address.
5. Receive comments regarding the proposed budgets for fiscal year beginning July 1, 2012 
and ending June 30, 2013.   Director of Administrative Services Markus Schwab will 
address. 
6. Receive comments regarding a request for a Special Use Permit to allow for a hospice 
center to be constructed on the parcel located at 1225 West Solomon Street.  Director of 
Planning and Development Services Taurus Freeman will address.
7. Receive comments regarding an Ordinance amending the Code of the City of Griffin, 
Georgia at Chapter 6, Alcoholic Beverages, to change the age of employees licensed to 
sell or distribute alcoholic beverages from 21 years to 18 years of age.  Director of DDA
Adam Causey will address.
CONSENT AGENDA
8. Consider approval of Minutes of the Workshop on May 22, 2012 and Minutes of 
the Regular Scheduled Meeting on May 22, 2012.
9. Consider Second and Final Reading of an Ordinance amending the Code of the 
City of Griffin, Georgia at Chapter 44, Emergency Management.
10. Consider Second and Final Reading of an Ordinance amending the Code of the 
City of Griffin, Georgia at Chapter 62, Parks and Recreation, Article II., 
Municipal Golf Course Rules and Regulations, Sec. 62-31, Conduct on 
Municipal Golf Course.
11. Consider Second and Final Reading of an Ordinance amending the Code of the 
City of Griffin, Georgia at Chapter 22, Buildings and Building Regulations, 
Article II, Construction Standards, Section 22-31, State Minimum Standard 
Codes.
REGULAR AGENDA
The Regular Agenda includes items on which the Commission will individually 
consider and possibly take action.
12. Consider approval of a Resolution adopting the annual Fiscal Year  2012-2013 
Operating Budget appropriating expenditures and projected revenues for 
specified purposes, functions and activities by fund for the budget period and the 
Capital Improvement Program.    Director of  Administrative Services  Markus 
Schwab will address.
13. Consider a request for a Special Use Permit to allow for a hospice center to be 
constructed on the parcel located at 1225 West Solomon Street.    Director of 
Planning and Development Services Taurus Freemen will address.3
14. Consider a sign application appeal from Article 12, 06 Section 6.H of the City of 
Griffin UDC.  Director of Planning and Development Services Taurus Freeman
will address.
15. Consider First Reading of an Ordinance amending the Code of the City of 
Griffin, Georgia at Chapter 6, Alcoholic Beverages, to change the age of 
employees licensed to sell or distribute alcoholic beverages from 21 years to 18 
years of age.  Director of DDA Adam Causey will address.
16. Consider a one year lease between the City of Griffin and Newton Holdings, LP 
for the public parking lot at 202 West Solomon Street for $6,000 per year, plus 
the cost of utilities and taxes.  Director of DDA Adam Causey will address.
17. Consider a contract between the City of Griffin and Falcon Design Consultants, 
LLC for transportation planning and engineering services for the North Hill 
Street Corridor for $589,130 in accordance with the Livable Centers Initiative 
(LCI) and SPLOST programs.  Director of DDA Adam Causey will address.
18. Consider a Resolution to amend the Fiscal Year 2011-2012 operating budget for 
the purchase of furniture in the amount of $12,975.00 for System Operations’ 
new configuration for SCADA systems.  Director of Electric Bill Bosch will 
address.
19. Consider approval to award bid for 2012 tree assessment services to Technical 
Forestry Services in the amount of $43,500.00.  Director of Public Works and 
Utilities Dr. Brant Keller will address.
20. Consider a list of streets to be resurfaced under SPLOST Phase II.  Director of 
Public Works and Utilities Dr. Brant Keller will address. 
21. Consider the purchase and installation of ten (10) R450 Data Collectors for 
Automatic Meter Reading (AMR) from Delta Municipal Supply in the amount of 
$120,000.00.  Director of Public Works and Utilities Dr. Brant Keller will 
address.
22. Consider the purchase of three-thousand, six hundred (3,600) 450 Series Neptune 
water meters for Automatic Meter Reading (AMR) from Delta Municipal 
Supply.  Director of Public Works and Utilities Dr. Brant Keller will address.  
23. Consider a Resolution to amend the City of Griffin Water/Wastewater Fiscal 
Year 2011-2012 Operating Budget in the amount of $20,000.00 for the water 
channel measuring instrument for the water leaving the Still Branch Reservoir.  
Director of Public Works and Utilities Dr. Brant Keller will address.
24. Consider acceptance of a grant from Coweta-Fayette Trust Board for a Firelite 
Transport Deluxe Skid Unit FDHP-12-160, with a value of $9,635.85 for use in 
the Fire Department.  Chief Tommy Jones will address.
25. Consider approval to declare vehicles surplus and advertise for sale on 
Gov.Deals.com.  Chief Frank Strickland will address.  4
26. Consider approval to enter into contracts with GMA to provide revenue 
management services relative to Hotel-Motel tax, and to provide services relative 
to Hotel-Motel tax operation and compliance enhancement program, approve the 
use of Commission Contingency funds, and amend the budget accordingly.

27. Consider an “Amendment to Water Sale Agreement and Intergovernmental 
Contract” between the City of Griffin, Spalding County and the Spalding County 
Water & Sewerage Facilities Authority, by adding to Article 5 a second 
paragraph for the purpose of allowing the City of Griffin to sell water to 
industrial customers under certain circumstances.    City Manager Kenny Smith 
will address. 
28. Consider the transfer of $10,000 from Commission Contingency to Downtown 
Development Authority for replenishment of, and reinstitution of Façade Loan / 
Grant program for downtown businesses, and amend the budget accordingly.

29. Consider a Resolution  designating the City Manager as Open  Records Officer 
pursuant to the authority of O.C.G.A. §50-18-71; authorizing the designation of 
Assistant Open Records Officers; requiring that all open records requests be 
made in writing and filed with the Open Records Officer or a designated 
Assistant Open Records Officer.  City Manager Kenny Smith will address.
CITY MANAGER’S REPORT
The City Manager will update the Commission on pending items, upcoming 
workshops, meetings, conferences and other pertinent issues.
CITY COMMISSIONER COMMENTS
Commissioners will provide updates regarding issues of interest from their respective 
districts and/or committee reports.
