PRESENTATIONS / DELEGATIONS

1. Human Resources Director Miles Neville will present and explain the new “Strongest Link in the Chain” employee awards program.

2. Recognize James King of the Solid Waste Department as January 2011 “Strongest Link” Award recipient. Director of Central Services Phill Francis will address.

3. Presentation of Monthly Financials for January 2011. Director of Administrative Services Markus Schwab will address.

CITIZEN COMMENTS



At this time, the Chairperson opens the floor to comments from the audience. Comments should relate to a specific agenda item, not listed on the agenda for a Public Hearing, or to a concern within the jurisdiction of the City. Commission meetings serve the purpose of conducting city business and are not a forum for the unlimited expression of opinion. The Chairperson reserves the right to limit comments to matters germane to city business and may refer speakers to the City Manager or other staff for resolution.

PUBLIC HEARINGS



Public Hearings are conducted to allow public comment on specific advertised issues such as rezoning, ordinances, policy development, operating budgets and other legislative actions to be considered by the City Commission.

4. Receive comments regarding the proposed five-year update to the Short Term Work Plan relating to the City of Griffin Comprehensive Solid Waste Management Plan. Director of Central Services Phill Francis will address.

5. Receive comments regarding First Reading to amend the Code of Griffin, Georgia, at Appendix 5, Sign Ordinance in Sections 70.3 Definitions, Section 70.5 Prohibited Signs and Section 70.15 Special Event Signs. Director of Planning and Development Services Frederick Gardiner will address.

6. Consider approval of Minutes of the Regular Scheduled Meeting on February 8, 2011.

The Regular Agenda includes items on which the Commission will individually consider and possibly take action.

7. Consider First Reading to amend the Code of Griffin, Georgia, at Appendix 5, Sign Ordinance in Sections 70.3 Definitions, Section 70.5 Prohibited Signs and Section 70.15 Special Event Signs. Director of Planning and Development Services Frederick Gardiner will address.

8. Consider a Task Order from Paragon Consulting Group for engineering design and consulting services for 319(h) FY 10 Grant BMP Installation and Stream Restoration to address NPS and Sediment TMDL in the Potato Creek Watershed in the amount of $145,721.00. Director of Public Works and Utilities Dr. Brant Keller will address.

9. Consider purchase of an 85 HP Challenger Tractor with an aerial wet blade mower from Atlantic & Southern in the amount of $75,000.00 for use in the Public Works and Utilities Department. Director of Public Works and Utilities Dr. Brant Keller will address.

10. Consider approval to award a bid to Progressive Solutions for sewer easement herbicide application in the amount of $13,167.85 for the Wastewater Division of the Public Works and Utilities Department. Director of Public Works and Utilities Dr. Brant Keller will address.

11. Consider approval to upgrade the City of Griffin Storage Area Network (SAN) in the amount of $72,834.00, and to amend the budget accordingly. Director of Administrative Services Markus Schwab will address.

12. Consider for approval, and by Resolution, to establish initial budgets for recently adopted Tax Allocation Districts (TAD) and Tax Incentive Program (TIP) for blighted housing and amend budgets accordingly. Director of Administrative Services Markus Schwab will address.

CITY MANAGER’S REPORT



The City Manager will update the Commission on pending items, upcoming workshops, meetings, conferences and other pertinent issues.



CITY COMMISSIONER COMMENTS



Commissioners will provide updates regarding issues of interest from their respective districts and/or committee reports.
