It allows daily outdoor watering for purposes of planting, growing, managing, or maintaining ground cover, trees, shrubs, or other plants only between the hours of &lt;span style="background-image: initial; background-attachment: initial; background-origin: initial; background-clip: initial; background-color: yellow; "&gt;4 p.m. and 10 a.m. by anyone whose water is supplied by a water system&lt;/span&gt; permitted by the Environmental Protection Division.&lt;/span&gt;&lt;/b&gt; &lt;/span&gt;&lt;span style="font-size: smaller; "&gt; &lt;/span&gt;&lt;b&gt;&lt;span style="font-family: Verdana, sans-serif; "&gt; &lt;/span&gt;&lt;/b&gt;&lt;/p&gt;

The system, managed by FirstCall, provides County Residents with up to (5) different desired methods of weather alert notification of small or large-scale potential dangers. After issuing an RFP three vendors submitted bids, and FirstCall, the lowest and best bidder, was chosen to provide this service. First Call provides this service for the nearby counties of Fayette and Douglas as well as other Georgia Counties. Funding for this service was obtained through a grant from the Georgia Emergency Management Agency.&lt;br /&gt;
&lt;br /&gt;
Spalding County is working with FirstCall Emergency Notification System to develop communications that will alert you quickly when time is of the essence. The new system will instantly notify every subscriber through whatever means you tell us you want to be connected, including: home and office phone, cell phone, text messages and email alerts. You choose which notifications you want to receive!&lt;br /&gt;
&lt;br /&gt;
FirstCall will only be activated in an emergency situation where there is risk of significant harm, an urgent threat, or when general notification is needed. When such a threat occurs, a brief message will be sent to those subscribed to the system, updating them or instructing them to seek additional information from other sources. If you have any questions of whether or not a notification is legitimate or you need to replay the message, you can call 678-688-9321.&lt;br /&gt;

&lt;div&gt;The CHIP financing mechanism is a five-year, forgivable, deferred payment loan to be used in conjunction with private or public lender financing. The maximum deferred payment loan amount will be $12,500 per household. Twenty percent (20%) of the loan will be forgiven annually for the five-year affordability period.&lt;/div&gt;

&lt;div&gt;To date, the City has assisted 8 participants with down payment assistance. We have the ability to assist 12 additional future homeowners and the program has been extended through September 2012. &lt;/div&gt;

&lt;p&gt;Drought Restriction Level Three (Modified)&lt;/p&gt;
&lt;p&gt;The drought continues in the Mid Georgia Area.  Friday September 9, 2011 the National Oceanic and Atmospheric Administration (NOAA) and the National Weather Service (NWS) reported for the 60 day prediction that the drought would worsen in this area of the state.  Four separate forecasting models from around the country continue to model Mid-Georgia for little to no rain. &lt;/p&gt;
&lt;p&gt;Due to our deficit in rainfall and the continued long range projection of little to no rain, more stringent water restrictions are needed to help preserve our raw water supply for drinking water purposes.  The levels in the Flint River and the tributaries to Heads Creek Reservoir continue its course for a record low.  Therefore, effective Friday, September 16, 2011, the following Mandatory Restrictions on Outside Watering will be placed into effect.&lt;/p&gt;
&lt;p&gt;Please practice water conservation to help conserve our most precious resource “WATER” Thank You for your cooperation in this serious matter.&lt;/p&gt;
&lt;p&gt; &lt;/p&gt;
&lt;p&gt;The following Mandatory Restrictions on Outside Watering are as follows:&lt;/p&gt;

&lt;p&gt;(a)&lt;/p&gt;
&lt;p&gt;It shall be a violation of this article for any person, firm, or corporation to use or permit the use of potable water from the city water system for any purpose or use restricted or prohibited by mandatory water conservation practices established hereunder, or by an administrative order imposing water use restrictions or a water use emergency as provided by this article. &lt;/p&gt;
&lt;p&gt;(b)&lt;/p&gt;
&lt;p&gt;Violators shall be cited to appear before the municipal court of the city, or other court of appropriate jurisdiction within the system's customer service area, and upon conviction shall be subject to a fine as set forth in section 1-12 of this Code, or, if applicable, charged upon state warrant with committing a misdemeanor as defined by general law. &lt;/p&gt;
&lt;p&gt;(c)&lt;/p&gt;
&lt;p&gt;In addition thereto, in the sole discretion of the director of public utilities, a water use surcharge, in an amount double the customer's most recent monthly water bill, may be imposed on any customer for a first violation of this article; and a water use surcharge, in an amount triple the customer's most recent monthly water bill, may be imposed for a second violation of this article.  For any subsequent violations within any 12-month period, water service shall be discontinued to any customer of the city water system that willfully or systematically violates restrictions or prohibitions on water usage after written notice from the director of the facts establishing such violation.  When service has been discontinued under this section, service shall not be reinstated unless the customer posts a surety bond in the amount of $5,000.00, payable to the city, conditioned on faithful adherence to all water use policies and restrictions of the system. &lt;/p&gt;

Slaton Avenue will be closed permanently on both the east and west intersection to 6&lt;sup&gt;th&lt;/sup&gt; Street. This is a Georgia Department of Transportation project. They will be paying 90% of the cost and the SPLOST will pay the 10% balance.&lt;/span&gt;&lt;/b&gt;&lt;/p&gt;

100 S. Hill Street, the Georgia Department of Transportation will hold a Public Information Open &lt;br /&gt;
House concerning Projects CSSTP-0008-00(237) and (238), Spalding County. &lt;br /&gt;
 &lt;br /&gt;
  Projects CSSTP-0008-00(237)  and  (238),  Spalding County  are  a proposal to  improve &lt;br /&gt;
operations at eight intersection locations in the city of Griffin. &lt;br /&gt;
 &lt;br /&gt;
  The purpose of this Open House is to provide the public with an opportunity to view the &lt;br /&gt;
proposed project, ask questions, and comment on the proposal. &lt;br /&gt;
 &lt;br /&gt;
  The Open House will be conducted between the hours of 5:00 p.m. and 7:00 p.m.  The &lt;br /&gt;
Open House will be informal and the  public is invited to attend anytime during these hours. &lt;br /&gt;
There will be no formal presentation.&lt;/p&gt;
&lt;p&gt;  Americans with Disabilities Act (ADA) Information: &lt;br /&gt;
 &lt;br /&gt;
  The meeting site is accessible to persons with disabilities.   Accommodations for people &lt;br /&gt;
