Georgia Water Stewardship Act

The Georgia Water Stewardship Act went into effect statewide on June 2, 2010. It allows daily outdoor watering for purposes of planting, growing, managing, or maintaining ground cover, trees, shrubs, or other plants only between the hours of 4 p.m. and 10 a.m. by anyone whose water is supplied by a water system permitted by the Environmental Protection Division.

The following outdoor water uses also are allowed daily at any time of the day by anyone:

Commercial agricultural operations as defined in Code Section 1-3-3;
Capture and reuse of cooling system condensate or storm water in compliance with applicable local ordinances and state guidelines;
Reuse of gray water in compliance with Code Section 31-3-5.2 and applicable local board of health regulations adopted pursuant thereto;
Use of reclaimed waste water by a designated user from a system permitted by the Environmental Protection Division of the department to provide reclaimed waste water;
Irrigation of personal food gardens;
Irrigation of new and replanted plant, seed, or turf in landscapes, golf courses, or sports turf fields during installation and for a period of 30 days immediately following the date of installation;
Drip irrigation or irrigation using soaker hoses;
Handwatering with a hose with automatic cutoff or handheld container;
Use of water withdrawn from private water wells or surface water by an owner or operator of property if such well or surface water is on said property;
Irrigation of horticultural crops held for sale, resale, or installation;
Irrigation of athletic fields, golf courses, or public turf grass recreational areas;
Installation, maintenance, or calibration of irrigation systems; or
Hydroseeding.

Outdoor water use for any purposes other than watering of plants, such as power washing or washing cars, is still restricted to the current odd/even watering schedule. odd-numbered addresses can water on Tuesdays, Thursdays and Sundays.

Even-numbered and unnumbered addresses are allowed to water on Mondays, Wednesdays and Saturdays.

SPALDING COUNTY LAUNCHES EMERGENCY NOTIFICATION SYSTEM

Spalding County announces the launch of the new Emergency Notification System. The system, managed by FirstCall, provides County Residents with up to (5) different desired methods of weather alert notification of small or large-scale potential dangers. After issuing an RFP three vendors submitted bids, and FirstCall, the lowest and best bidder, was chosen to provide this service. First Call provides this service for the nearby counties of Fayette and Douglas as well as other Georgia Counties. Funding for this service was obtained through a grant from the Georgia Emergency Management Agency.

Spalding County is working with FirstCall Emergency Notification System to develop communications that will alert you quickly when time is of the essence. The new system will instantly notify every subscriber through whatever means you tell us you want to be connected, including: home and office phone, cell phone, text messages and email alerts. You choose which notifications you want to receive!

FirstCall will only be activated in an emergency situation where there is risk of significant harm, an urgent threat, or when general notification is needed. When such a threat occurs, a brief message will be sent to those subscribed to the system, updating them or instructing them to seek additional information from other sources. If you have any questions of whether or not a notification is legitimate or you need to replay the message, you can call 678-688-9321.

Participation in this program is voluntary, but highly encouraged. To register for notifications, you can visit the Spalding County website at www.spaldingcounty.com and click on the FirstCall logo or go directly to the secured registration page at https://alertregistration.com/spaldingcoga. If you do not have internet access, you can contact FirstCall anytime at 1-866-484-3264 to record your information. Your contact information will remain protected and confidential.

Spalding County Communications Systems Manager Mike Windham noted that the initial database will consist of information from the white pages, but encourages all to register to customize their contact information and choose which notifications you wish to receive.

Griffin Home Buyer Assistance Program

In August 2008, the City was awarded $300,000 in CHIP funds for the Griffin Home Buyer Assistance program to assistance 20 first-time, low income home buyers with the purchase of a home in the City of Griffin. Participants receive $12,500 in down payment and closing cost assistance from the Griffin Home Buyer Assistance & CHIP Programs.

The CHIP financing mechanism is a five-year, forgivable, deferred payment loan to be used in conjunction with private or public lender financing. The maximum deferred payment loan amount will be $12,500 per household. Twenty percent (20%) of the loan will be forgiven annually for the five-year affordability period.

To date, the City has assisted 8 participants with down payment assistance. We have the ability to assist 12 additional future homeowners and the program has been extended through September 2012.

Announces

Drought Restriction Level Three (Modified)

The drought continues in the Mid Georgia Area. Friday September 9, 2011 the National Oceanic and Atmospheric Administration (NOAA) and the National Weather Service (NWS) reported for the 60 day prediction that the drought would worsen in this area of the state. Four separate forecasting models from around the country continue to model Mid-Georgia for little to no rain.

Due to our deficit in rainfall and the continued long range projection of little to no rain, more stringent water restrictions are needed to help preserve our raw water supply for drinking water purposes. The levels in the Flint River and the tributaries to Heads Creek Reservoir continue its course for a record low. Therefore, effective Friday, September 16, 2011, the following Mandatory Restrictions on Outside Watering will be placed into effect.

Please practice water conservation to help conserve our most precious resource “WATER” Thank You for your cooperation in this serious matter.

The following Mandatory Restrictions on Outside Watering are as follows:

“A TOTAL WATER BAN ON OUTSIDE WATERING”

Prohibits:

• Pools – water will be allowed if it affects the structural integrity of the pool

• Outdoor lawns and landscape

• Vehicle washing

• Ornamental Fountains, Reflecting Pools, and Waterfalls –unless affects aquatic life

• Outside building washing

• Washing of hard surfaces such as driveways and sidewalks except for public health purposes

• Non-commercial fund raising car washes.

Exceptions:

• Reuse water allowed

• Gray water reuse allowed

• Newly installed landscape installed by professionally certified or licensed landscapers, golf course contractors, and sports turf landscapers: during installation and 30 days following installations only. Professional landscapers must be certified or licensed for commercial exemptions to apply but must water 12:00 midnight to 10:00 in morning.

• Irrigation contractors; during installations and as needed for proper maintenance and adjustments only

• Food gardens for personal use

• Golf courses using reclaimed water

• Retail Garden and Nursery Centers

• Sod producers

• Commercial food and fruit growers

• Commercial car washers

• Commercial pressure washers

• Hydro-seeding

• Construction sites

• Watering-in of pesticides and herbicides on turf

• Other activities essential to daily business

Please note: Due to current reservoir levels, the drinking water can be tainted with a brownish color. The water is safe to drink and meets all drinking water quality standards.

Sec. 94-357. - Enforcement of mandatory water conservation practices, water use restrictions, and water supply emergency orders.

(a)

It shall be a violation of this article for any person, firm, or corporation to use or permit the use of potable water from the city water system for any purpose or use restricted or prohibited by mandatory water conservation practices established hereunder, or by an administrative order imposing water use restrictions or a water use emergency as provided by this article.

(b)

Violators shall be cited to appear before the municipal court of the city, or other court of appropriate jurisdiction within the system's customer service area, and upon conviction shall be subject to a fine as set forth in section 1-12 of this Code, or, if applicable, charged upon state warrant with committing a misdemeanor as defined by general law.

(c)

In addition thereto, in the sole discretion of the director of public utilities, a water use surcharge, in an amount double the customer's most recent monthly water bill, may be imposed on any customer for a first violation of this article; and a water use surcharge, in an amount triple the customer's most recent monthly water bill, may be imposed for a second violation of this article. For any subsequent violations within any 12-month period, water service shall be discontinued to any customer of the city water system that willfully or systematically violates restrictions or prohibitions on water usage after written notice from the director of the facts establishing such violation. When service has been discontinued under this section, service shall not be reinstated unless the customer posts a surety bond in the amount of $5,000.00, payable to the city, conditioned on faithful adherence to all water use policies and restrictions of the system.

BRIDGE REPLACEMENT

CS 797/SIXTH STREET OVER SR 155, CS 792, AND NORFOLK SOUTHERN RAILROAD

Effective September 13, 2011 the 6^th Street Bridge will be closed for approximately 18 to 24 months for the demolition and replacement of the bridge. Slaton Avenue will be closed permanently on both the east and west intersection to 6^th Street. This is a Georgia Department of Transportation project. They will be paying 90% of the cost and the SPLOST will pay the 10% balance.

On May 3, 2011 at the City of Griffin Government Office Commisioner Meeting Room at
100 S. Hill Street, the Georgia Department of Transportation will hold a Public Information Open
House concerning Projects CSSTP-0008-00(237) and (238), Spalding County.

Projects CSSTP-0008-00(237) and (238), Spalding County are a proposal to improve
operations at eight intersection locations in the city of Griffin.

The purpose of this Open House is to provide the public with an opportunity to view the
proposed project, ask questions, and comment on the proposal.

The Open House will be conducted between the hours of 5:00 p.m. and 7:00 p.m. The
Open House will be informal and the public is invited to attend anytime during these hours.
There will be no formal presentation.

Americans with Disabilities Act (ADA) Information:

The meeting site is accessible to persons with disabilities. Accommodations for people
with disabilities can be arranged with advance notice by calling GDOT (Jack Reed – 706-646-
