Frank Carubba
1981 - BS Civil Engineering, Tulane University, New Orleans

Outreach Program Manager and currently, Erosion and Sedimentation Control (i.e., Buffer Variances, Land-Disturbing Activity permits, and local Erosion and Sedimentation Control Ordinances).
Luke Owen
Prior to his current position as President and Principal Consultant of the NPDES Training Institute, Mr. Owen served in the United States Marine Corp and was honorably discharged as Sergeant in 1981. Upon graduation with honors with a B.S. in Geology from Colorado Mesa University in 1985, Mr. Owen has provided over 25 years of environmental, wastewater and stormwater consulting services in the United States and Canada. He is a Registered Professional Geologist in California, Georgia and Tennessee, and presently serves as Vice President of the International Erosion Control Association (IECA), Southeast Chapter, and is an active member of the United States Green Building Council (USGBC), and the Georgia Association of Water Professionals (GAWP).
As President of the NPDES Training Institute, Mr. Owen has trained thousands of stormwater professionals and is a preferred stormwater training provider for scores of government officials such as the US EPA, State of Florida, Georgia, and Tennessee stormwater officials, and MS4 Phase I and Phase 2 municipalities. Mr. Owen has trained and consulted for scores land development firms, general contractors and nonprofit organizations such as John Wieland, Pulte Homes, Ryland Homes, Waffle House, Home Depot, Wal‐Mart, Lowes, Target, Associated General Contractors of America, Mechanical Contractors Association of Georgia, Independent Electrical Contractors of America, and Habitat for Humanity. Mr. Owen provides stormwater education and is an invited speaker for numerous organizations such as the City of Griffin’s Annual Erosion, Sedimentation and Stormwater Workshop, American Society of Civil Engineers, Georgia Urban Ag Council EDGE Expo, Clear Water Alabama/International Erosion Control Association (IECA) Road Show, Annual Georgia Stormwater Management Seminar, and the Annual Water Management Seminar for Commercial Property Managers.
J.P. Johns
J.P. has over 13 years’ experience in hydrology and hydraulic analysis of urban waterways with additional experience in erosion prevention and sediment control, post-construction water quality, and stream stabilization, enhancement, and restoration. He earned a B.S. degree in Agricultural Engineering and an MS degree in Biosystems Engineering from Clemson University. He currently is the South Carolina State Representative to the International Erosion Control Association (IECA), is a member of the South Carolina Association of Stormwater Mangers, the Water Environment Association of South Carolina, and sits on the ASTM D18 and C27 committees.
Connie Haynes
Connie Haynes is an Environmental Compliance Specialist with Georgia DNR's Environmental Protection Division Non-point Source Program. In this regulatory position, Ms. Haynes works with cities, counties and water authorities (e.g., municipalities) to implement the NPDES permit for municipal separate storm sewer systems (MS4). Ms. Haynes shows municipalities how to use education and outreach techniques in implementing all aspects of their SWMP. With a Bachelor of Science in Zoology from North Carolina State University, Ms. Haynes has pursued a career environmental education and protection.

Russ Dudley
Mr. Dudley is an environmental engineer specializing in stream restoration design. He has attended Levels I-IV of Wildland Hydrology’s Natural Channel Design coursework and has led stream restoration designs in North Carolina, Virginia, and Georgia. His expertise covers all aspects of stream restoration and BMP design including initial site assessment, conceptual plan development, completion of construction plans and specifications, construction supervision, project success monitoring, and public outreach. He has monitored stream flow and rain gauges to collect hydrologic data needed to develop designs for stable, natural stream channels and has worked on both mitigation and habitat restoration projects for a variety of public and private clients, totaling more than 35,000 linear feet of stream restoration.
